Being a shepherd signifies property and lawful provision. A shepherd may also signify a teacher, official, or judge; the source cites the saying, 'All of you are shepherds, and all of you are responsible for what you tend,' and therefore also associates the shepherd with administrators.
Seeing a shepherd signifies elevated standing and ruling with fairness and justice. Herding sheep like an Arab while not knowing where to lead them signifies reciting the Qur'an without properly understanding its meaning.
